Premed in Canada is very similar to premed in the US. Premed is not a major. You can get your bachelors degree in pretty much anything and then go on to to medical school so long as you meet the requirements. The requirements do include a large number of specific courses which will be easier to meet along with some majors (such as biology) and harder to complete with some other majors (such as engineering). Of course there are also other requirements such as a high GPA, a strong MCAT score, experience working in an medical environment, and strong references. For most medical schools in Canada, being a Canadian citizen and being a resident of an appropriate province will also help you with admission to medical school. This however would usually come after completing your bachelors degree. To a large extent your question therefore comes down to: Can you get accepted to a good university in Canada if you complete high school in Dubai? Yes. It is quite common for Canadian citizens who complete high school outside of Canada to then go to university in Canada. The fact that Canada has so many very good universities combined with the relatively reasonable prices of Canadian universities encourages many Canadians born or living abroad to return to Canada for university. From our experience as Canadians living abroad, getting accepted to university in Canada is relatively straightforward as long as you have the grades to get in.
