Are passports needed for an American to get into Mexico and Canada?

The answer is not that you need a US passport (or certain specific documentations) to enter Canada or Mexico but that you need this to REENTER the US as a result of the US implementing the Western Hemisphere Travel Initiative in 2007. Since its implementation, I have stood in line at US pre-clearance in Canada and the Bahamas and have over heard several American passengers complain that Canada and the Bahamas used to let Americans travel without passports. They were in a huff that these foreign governments had caused them as Americans had to spend money on acquiring these documents.
