What would happen if I were to drive a boat from the Oregon coast?
Lets take this in steps: with your lack of marine knowledge you may be a danger to yourself and others on the water. A boat, any boat, is sailed not driven. (Except in an amusement park.) when you arrived in Canadian waters did you report directly to customs or sail around until the customs boat stopped you? If you didnt report and customs stopped you, welcome to Canada. You are in violation of the Customs Act. You are subject to a $1,000 fine and the boat you are driving will be seized. If you cannot pay the fine and seizure penalty, and you are unlikely to return for your court appearance, you will be hosted for several days in one of Her Majestys custodial facilities in the lower mainland. as far as your entry documents, if you have some form of state issued document with your picture on it (i.e. a drivers licence), you should be all right. A pocket size birth certificate would also be helpful. If you are not a Canadian or American national or lawful resident you will likely be hosted until someone can deliver appropriate travel documents to you. (FYI Her Majestys custodial facilities do not give frequent guest points.)
