Since you have a skill ( electric welder ) , you may qualify under the Express Entry program . Go the Immigration Canadas website and review the information about Express Entry. There are fees . etc required. You will need to pay them up-front. You wont be able to get someone to pay them for you and pay them back after arriving in Canada and working.
