In Canada, does being a Canadian Citizen with a Canadian Passport,?

Not necessarily. It doesnt depend on your passport status, it depends on your residency status, and even more specifically on the question of whether you are or arent paying Canadian taxes. For example, if youre a dual Canadian-US citizen who lives and works and pays taxes in the United States, you cant just suddenly fly to Canada the moment you get sick in order to stick the Canadian government with the bill for your medical treatment youre not working in Canada, so the payroll deductions earmarked for the provincial health insurance plan havent been coming off your paycheques, so youre not covered because you havent been paying into the system. If youre a Canadian citizen who lives and works and pays taxes in Canada, then obviously youre covered but so is a permanent resident who isnt a citizen yet. So its not a question of whether youre a Canadian citizen or not its a question of whether you live in Canada and pay Canadian taxes or not.
