How can I extend my child's Canadian Visitor record without her valid?
This is a bit confusing. The term visitor record has a different meaning in Canada. A Visitor Record is a formal record of admission issued to foreigners where the CBSA wishes to confirm the departure of the person from Canada. It is a document placed in one's passport much like a paper I-94 document that the US uses. A person who is issued a Visitor Record must leave Canada before it expires and must check-in with CBSA upon departure either at an airport or on the Canadian side of a land or sea border crossing. Failure to do so or overstaying a Visitor Record may result in arrest by the CBSA and/or being excluded from Canada. As American citizens, the US wil permit you and your daughter to cross the border into the US during the current COVID-19 pandemic, so there is no government placed barrier to leaving Canada to return to the US. If one wants to remain in Canada for a longer period, they must timely apply to Immigration, Refugees and Citizenship Canada to extend their stay. They will be given implied status while the application is pending. As far as the passport issue is concerned, one need only attach a note regarding the unavailability of passport services from the US consulate. Best of luck.
