You cant and you wont. Airlines require identification and appropriate documentation before they will fly you anywhere. This is because the airline is liable for costs if they deliver someone who is not authorized to enter the destination country. So they check passengers and if you dont have the required documentation, you dont board the plane. Depending on your country of origin, in addition to a passport, you will likely need a Visa in order to reach Canada. The easiest Visa to get is a visitors visa BUT those are also regulated. If you are from a country where you need a Visa to visit Canada, you would need to apply and convince Immigration Canada that you have no plans to stay in Canada and will return home after your visit. Since your plan is to claim asylum, that may be all-but-impossible to do. Find out if you need an Electronic Travel Authorization (eTA) or a visitor visa Plus getting a Visitor Visa often requires you to submit biometrics (photo & fingerprints) to aid in proving your identity. Arriving without identification would just lead to the individual being either refused access to Canada or being detained until he or she is identified. No asylum claim would proceed without accurate identification. Another point is that someone would probably need to give biometrics to obtain a Visa and there would be a record of those.
