Its not true that all dual citizens must fly into Canada on their Canadian passport US-Canada dual citizens can fly into Canada on their US passport. The reason that non-US dual citizens would generally have to fly into Canada on their Canadian passport is because of the eTA requirement for people who are visa exempt to Canada. People entering Canada by air (but not by land or sea) who are traveling on a non-US passport that is visa exempt to Canada must get a eTA before boarding. Canadian citizens are not supposed to be able to get eTAs, and if they disclose their Canadian citizenship when applying for the eTA, they would probably be denied, and thus they wouldnt be able to board a flight to Canada on their visa exempt foreign passport. However, if a dual-citizen child born outside Canada does not disclose their Canadian citizenship (in some cases, the parents might not even be aware that their child has Canadian citizenship), the child would likely be able to get eTA and be able to board a flight to Canada. The problem is that doing this intentionally might be considered fraud.
