Do all transit passengers have to go through passport control in?
Yes. People transiting from international to the US, in one of the airports that has US preclearance facilities, will go through US passport control. Otherwise, all people transiting Canada will go through Canadian passport control. This is true even if they are transiting under Canadas Transit Without Visa or China Transit Program programs.
