Applying for citizenship and applying for a passport are separate things. You can only apply for a passport if you are already a Canadian citizen. To become a Canadian citizen requires you to immigrate to Canada as a permanent resident first, meet the naturalization requirements and apply for citizenship. It is very hard to apply for Canadian citizenship as a permanent resident when you arent actually living in Canada. Living in Canada is kind of a requirement to do that. You just dont decide to apply to be a citizen of another country like it is no big deal. Unless you have the right to claim birthright or derivative citizenship, no, you cannot apply for Canadian citizenship outside of Canada. Canada wants to make sure youve met the terms of permanent residency and, you know, actually reside in Canada before youll be able to be become a citizen.
