Yes, I think you can. Offline as well as online. You may apply from any country in the nearest Visa Application Center. Just mention the name of country you are applying for in the relevant column. You must state clearly on your application why you have not applied in your normal country of residence. The only problem is to submit your passport when demanded. You can give a local address for return of passport or opt to collect it from the VAC.
