Sure, after it goes through massive cultural change. Nigeria is one of the most corrupt countries in the world according to the annual Corruption Perceptions Index. This permeates the culture. For a country to qualify for the USs visa waiver list it must have a visa refusal rate of no more than 3%. Over 50% of Nigerian visitor visa applications are refused. Even the UK, with its more forgiving visa process, has over a 30% refusal rate for Nigeria. For a country to have visa-free access to the countries youve listed (though I wouldnt include South Africa), there has to be trust that the people will enter, visit, and then go home. That they wont lie or equivocate on their applications or use fraudulent papers, that they have the money to be tourists and only tourists, and that they have sufficient ties and reason to return home. Nigeria doesnt come near that standard at this time, nor in the foreseeable future. You see it everyday on this and other forums. The countries youve listed have rules for visiting or for other visa purposes. Most people from those countries who want to travel to each other ask, What are the rules? and then see if they qualify. Far too many people from other countries ask, How can I get round the rules? See the difference? Thats what differentiates between visa-waiver and visa countries.
