Some leave the country because after meeting the required length of residency to apply for Citizenship, they understandably want to visit friends and family whom they haven't seen in 4 or more years. Others are seeking to capitalize on the ability to travel fairly widely with few restrictions. A Canadian passport allows you entry to many countries without having to get a visa. Some are looking to use Canadian Citizenship as a safety net should circumstances sour in their home countries. Regardless, Canada benefits because of its immigration policies. We get some of the World's best and brightest. Many of them do stay, in spite of the cold winters. We certainly do have newcomers who selfishly take advantage of our policies, but there are plenty of native-born Canadians who are not paragons of virtue. One answer makes reference to the Lebanese-Canadian exodus from Lebanon during one of the recent conflicts between Israel and Hezbollah. Yes, it's true that the Canadian government spent quite a lot of money bringing many Lebanese-Canadians home, but the answer neglects to highlight the many contributions that Lebanese-Canadians have made and continue to make to Canada. All these international connections enrich us materially and culturally. I prefer to see the money we spend on newcomers as an investment as opposed to an expense.
