Portugal to China is doable; Canada to Argentina not without a sea journey, because of the Darien gap. Administratively, each country has its own requirements for driver and vehicle licensing and insurance, with various international agreements covering things like international permits and translated versions, although if your vehicle is registered in an EU country and your driving licence an EU one, you will be OK with no further paperwork until you get to Russia, Belarus, Ukraine or Turkey. The vagaries of geopolitics may make some routes impossible (you probably won't be able to cross into Russia from Ukraine at the moment, and Afghanistan probably needs giving a wide berth).
