Your question is a little unclear? When you say you're visiting Canada does that mean you've got a tourist visa for Canada? If so, then no. The process and paperwork required for applying for different types of visas are different depending on your end goal and obtaining a work permit is usually far more demanding than getting a tourist visa. I have experience dealing with this in China as part of my job but I am no expert on Canada but I would assume it is similar. To apply for a work permit and a work visa (at least in China) you need to have already secured a job and they need to send you certain documents. They will often apply for your work permit beforehand and send that along with an official invitation letter to you. You'll then have to take these documents to the Canadian embassy and apply for your visa that way. Again, my experience is with China it may be different with Canada and I can't say for sure about a Norwegian passport. But generally tourist and employment visas are very different.
