You need a transit visa to transit through America it doesnt matter whether or not youre leaving the airport. Earlier, especially before 9/11 some airports would have just made sure you got on your next plane, but thats no longer the case. Alternately, I believe if you already have a B1/B2 Visa, that can be used to travel through the USA.
