First, when you apply to be a refugee, there is a section that asks you if you require a study permit or a work permit. Did you not tick the boxes? Second, all valid passports will be confiscated as soon as you apply to be a refugee so how is it that you have your passport? Since you have not ticked the boxes, you can go to one of those Refugee Offices to ask for help to apply for a work permit.
