No, Canada cannot implement a vaccine passport in all provinces. That is an area if provincial jurisdiction. A few provinces have implemented or are implementing them. It is an excellent idea. Instead of further lockdowns, allow those of us smart enough to get vaccinated to live our lives normally and only restrict the actions of those who have decided not to get vaccinated.
