Can you visit Canada with only an American visa?
Your friend is wrong, or is misleading you. Perhaps he was able to transit through the Toronto airport without a visa enroute to the US. Some countries permit that. Let him know that Canada is a different country and his American visa is good for the US, not Canada. Turkish citizens must have a visa to visit Canada.
