Can the Canadian embassy refuse your family class permanent resident?
While others already correctly pointed out that it can be refused until you actually land for any reason, the chances of this happening go down significantly once you have received passport request. So it does carry significant weight on its own. PPR (passport request) means that there is almost no chance of refusal or further inquiry unless CIC missed some info which they suddenly discover or think of double checking again or some thing troubling comes up when they receive your actual passport (it appears fake, data being invalid etc.). Even once you get passport back along with COPR (confirmation of permanent residence), you have to complete your landing within a certain amount of time indicated on COPR. There are no extensions to that expiry date. Upon landing you have to meet the same conditions. For example if you showed funds for your PR as a requirement, you need to provide proof that those funds are in your access upon landing. If you got PR supported by a validated job such as LMIA based offer, you should carry some proof of that. If there is a change in your family, for example marriage, divorce or child birth, then existing COPR and approval will no longer be valid. CIC would send you instructions to send further documents and process the change (whether addition or removal of any person to your family). You can only complete landing once CIC has processed all of above and issued you new COPRs and visa.
