Can Indian passport holders currently fly to Canada via Germany?

Anyone holding a valid visa from Canada does not require a transit visa for Germany (airside transit). But that is not the problem for now. As of today, as per the guidelines on the Canadian government website, travelers who are starting their journey from India must obtain a RT-PCR test for covid-19 from an intermediary country before traveling to Canada. Frankfurt airport has a testing facility but it is outside the transit area and to access it you need to pass through passport control. This implies that you will need a tourist visa for a Schengen country to able to do with. Without a Schengen visa, you will not be allowed to board your flight from India if your final destination is Canada. This is the situation as of today (4th August 2021) solely because of RT-PCR test requirements. So if you start your journey when these regulation are in place, then you need to plan your journey such that you can enter a third country and have an RT-PCR test there. Serbia, Mexico and Egypt are three countries which I know of which people are using to travel to Canada from India as they dont require any additional visa if you have a visa from Canada (Serbia is already visa free for Indians). So people spend a couple days to get tested and collect the report. A lot of travel agents are even offering packages which include stay, test and local transportation.
