Can an Indian passport holder living in Canada as a PR trade stocks?

Yes, as long as you have a social insurance number. Just go to your bank and ask them you would like to open a brokerage account. Of contact a discount brokerage company yourself. The discount companies offer you no advice and they will never trade shares for you. You remain in total control. Myself I take my buying information from the Globe and Mail web site and I rarely ever sell shares. I generally onky buy shares that pay dividends of at least 4%
